Budgeting Season: Actualizing Building Priorities

Which projects are worth funding now, and what is the cost of waiting?

Across commercial real estate portfolios, owners are balancing compliance costs, equipment replacement needs, energy efficiency opportunities, resilience initiatives, deferred maintenance, and other operational priorities. Budget season is the time when strategy can best inform investment decisions. It is the critical time to consider which projects warrant immediate investment, how they fit within broader business priorities, and whether the capital is available to move them forward.

The cost of complying with Building Performance Standards (BPS) is an additional budgetary consideration, where requirements often misalign with existing capital plans. Compliance obligations may emerge outside a planned renovation cycle, conflict with tenant requirements, or require investments that were not anticipated in current budget. Owners are facing mounting pressures to juggle risk, timing, disruption, available capital, and long-term asset strategy.

In this edition of our Verdani Vitals, we discuss asset-level project support, BPS, and capital planning, exploring the pivotal questions: when is exposure is material enough to require action and what happens if action is delayed?

BPS is Becoming a Capital
Planning Issue

For many CRE owners, BPS are emerging as a recurring capital planning issue, and understanding exposure is vital.

Exposure alone, however, does not determine investment priorities; owners should evaluate the magnitude of potential risk, future compliance obligations, operational impacts, equipment lifecycles, planned renovations, and broader portfolio objectives.

Regulatory requirements can create investment needs that were never part of the original capital roadmap, and compliance deadlines may demand urgent attention. Many organizations invest in screenings, audits, management plans, and compliance documentation without fully addressing what comes next. Filing compliance documentation may satisfy a short-term obligation, but it does not eliminate the future decisions required to maintain performance and reduce risk. The strongest portfolios are beginning to ask different questions:

  • Which assets face near-term material exposure?

  • Which projects reduce risk most effectively?

  • Which planned equipment replacements can help close future performance gaps?

  • Which improvements can be bundled with other CapEx projects?

  • Where could delaying action increase costs or create future obligations?

Turning BPS Analysis into a Capital Planning Roadmap

BPS requirements are expanding and changing across jurisdictions, obscuring the real risk and disguising what may require action.

To help one client understand the risks around BPS compliance and noncompliance, Verdani conducts an annual BPS analysis of the client's portfolio of over $70 billion AUM. The analysis helps the client understand current and future exposure, identify compliance gaps, and anticipate where capital may be needed.

While helping to avoid last-minute, pre-deadline hasty decisions, the annual analysis supports a longer-term view of:

  • Portfolio-wide BPS exposure and compliance risk
  • Requirements across multiple jurisdictions

  • Future compliance performance

  • Potential capital needs

  • Phased implementation planning

Asset-Level Project Support Edition

The goal is to break the deadline-driven compliance cycle and use BPS analysis to inform prioritization, capital planning, and implementation.

A Practical Lens for Prioritization

When multiple initiatives are competing for limited capital, use this simple framework to help clarify investment decisions.

From Analysis to Action

Many organizations lack a clear path from recommendations on their assessments, audits, analyses, and plans to project implementation.

    Projects commonly stall because:

    • Recommendations are not budget ready

    • Project ownership and accountability are unclear

    • Multiple initiatives compete for the same capital

    • Vendor coordination creates a bottleneck

    • Internal teams are stretched across competing priorities

    • Approved projects are not consistently tracked through completion

Implementation support is a critical way to overcome obstacles in actualizing project goals and priorities.

    Looking Past
    the Compliance Hurdle

Without proper implementation plans, compliance mandates can become a capital planning challenge.

Verdani is helping our clients move past treating compliance as an end point. Our vetted retrofit process enables smooth implementation of projects by treating the compliance deadline as just one stop along the route.

Verdani´s client, a commercial real estate titan with 150,000 apartment units and 4 million square feet of retail space across the U.S., is looking to avoid BPS non-compliance for their Washington, D.C., mixed use residential/retail property; Verdani is advising the client on various pathway options, including a custom alternative compliance pathway to avoid the impacts of delays, incompletion, or financial penalties. Instead of simply accepting a status of non-compliance, Verdani is proactively developing detailed CapEx plans, implementation recommendations, and a retrofit roadmap to be presented to the jurisdiction for approval as a viable route to energy and emissions reduction.

To evaluate retrofit pathways, future investment needs, and impact to financial performance, Verdani is collaborating with Soapbox, an expert-in-the-loop AI platform and founding member of our Verdani Partner Program. In this process, the primary focus extends beyond mere BPS compliance by creating a roadmap for future investment decisions and implementation planning. Value comes from helping the client understand what needs to happen next and how much it will cost, not only what needs to be filed with the jurisdiction. With a step-by-step plan that extends beyond the impending deadline, we can clear the compliance hurdle and remove implementation uncertainty that creates roadblocks.

        Next Step: Plan Beyond Compliance

BPS compliance may solve the immediate requirement, but it does not remove the investment decisions that come next.

Extensions, exemptions, and management plans still need to connect to longer-term asset and capital planning.

The practical questions are: what needs to be funded now, what can wait, and what is the cost of waiting?

Verdani’s Asset-Level Project Support can help clients sort through those priorities, understand the tradeoffs, and connect building performance needs to the capital plan.
